Synopsis:

The purpose of the pre-solicitation notice is to alert potential small business offerors that the Department of Homeland Security will be accepting proposals for the Small Business Innovation Research program beginning on December 18, 2013.

This is a joint solicitation between the Science and Technology (S&T) Directorate and the Domestic Nuclear Detection Office (DNDO). Please read the attached pre-solicitation carefully.  The document has been extensively rewritten and streamlined.

Technical questions concerning the topics during the pre-release period from December 3, 2013 through December 17, 2013 should be directed towards the Technical Point of Contact (POC) for each topic listed below. During this pre-release period, potential offerors have an opportunity to contact topic authors by telephone and/or email to ask technical questions about specific technical topics attached to this pre-solicitation notice. Questions should be limited to specific information related to improving the understanding of a particular topic’s requirements. Potential offerors are prohibited from seeking advice or guidance on its solution approach, or submitting any materials. No further direct contact between offerors and Technical Points of Contact shall occur after 5:00 pm ET on December 17, 2013.
